As Chairman of the Housing Committee, he worked tirelessly and with much succe ss to replace tenement slums with social housing. As Chairman of the Public Library Committee, he contributed to the development of the fledgling library service and played a pivotal role in the establishment of the Municipal Gallery of Modern Art. A co mmitted nationalist, he was imprisoned for his political views in Kilmainham and Richmond jails after the 1916 Rising and then in Wormwood Scrubs in 1919. This ultimately prevented him from taking up the office of Lord Mayor of Dublin in 1920.
